EPSU, EuroCOP and EUROMIL coordinated a joint project on ‘Strengthening and Defending Trade Union Rights in the Public Sector’. The project was intended to assess current legislative frameworks across the EU regarding trade union rights for public sector workers, including the military and police forces. The project was kindly supported by funding from the European Commission.

Regional Meetings:

Regional Meeting 1: The first regional meeting took place online between Portugal, Spain, Cyprus, Greece, Italy, Malta, France and focused on the implementation of the Transparent and Predictable Working Conditions Directive within these countries.

Regional Meeting 2: The second regional meeting in the series took place online on 16 and 17 November 2021. It focused on the context in Bulgaria, Czech Republic, Hungary, Romania and Slovakia. Interpretation was available in Bulgarian, Czech, Hungarian, Romanian and Russian.

Regional Meeting 3: The third meeting took place online and focused on Denmark, Finland, Sweden, Latvia, Lithuania, Estonia, Poland, as well as touch upon Norway, Iceland, Armenia, Ukraine and Georgia. Interpretation was available in English, Danish, Finnish, Swedish, Polish and Russian.

Regional Meeting 5: Online with focus on Ireland, Belgium, Netherlands, Luxembourg, Germany, Austria as well as the UK and Switzerland. Interpretation available in EN, DE, FR, NL.

The meetings resulted in a submission of a joint report to the European Committee of Social Rights of the Council of Europe. The report, compiled by a team of researchers led by the University of Ghent, provides an overview of the bans and limits imposed on public service workers across Europe.

Final Conference:

In-person event in Skopje, North Macedonia. The conference allowed for an engaging and open discussion on the realities of trade union rights across Europe and was closed with the endorsement of the EPSU-EuroCOP-EUROMIL Next Steps document: a collective document that draws public attention to the commitments made and to the importance of keep monitoring the transposition of the Transparent and Predictable Working Conditions Directive in the different countries to avoid unjustified uses of exemptions.
