Building Bridges for Military Rights: Highlights from the Rome Conference

Rome, 5–6 June 2025 – EUROMIL co-led a landmark international conference on “Union Protections in European Military Corps: A Comparison for the Future,” hosted by the Italian associations NSC (Nuovo Sindacato Carabinieri) and SIAMO Esercito, with the cooperation of ASSODIPRO. The event brought together legal experts, academics, and political and military representatives to engage in a forward-looking debate on the rights and representation of military personnel across Europe.

EUROMIL President Emmanuel Jacob opened the conference with a European-level perspective, underlining EUROMIL’s long-standing work in improving the social and professional rights of military personnel. Board members from EUROMIL contributed national insights, offering a comparative look into legal frameworks and the state of social dialogue within their countries.

Presentations highlighted shared challenges, such as the lack of effective social dialogue mechanisms or limited recognition of associations in certain states. At the same time, successful models—like those in Sweden, Denmark, Luxembourg, and Germany—served as examples of how institutional engagement and legal frameworks can reinforce representation rights for soldiers.

Particular attention was given to developments in Italy, where several representatives from the legal, academic, political, and military fields took the floor. While many acknowledged the need for legislative review, there was a clear signal of openness and willingness to engage in dialogue from the Italian authorities.

The conference led to several key outcomes:

  • A joint commitment to reinforce national advocacy efforts.
  • Agreement on the need to establish or strengthen institutional dialogue mechanisms.
  • A coordinated strategy for future legal and political action, supported through EUROMIL’s European platform.

The event was widely promoted via social media, raising awareness on the importance of trade union rights in armed forces and the diversity of approaches across Europe. EUROMIL thanks NSC, SIAMO Esercito, and ASSODIPRO for their professional organization and commitment to democratic values in the military.

With the active involvement of the EUROMIL Board and its national partners, the Rome conference marked a significant step toward inclusive, rights-based systems for Europe’s military personnel. EUROMIL remains committed to building armed forces where all members are treated with respect and have a voice in shaping their working conditions.
