16ICOAF Meeting in Berlin

The 16th International Conference of Ombuds Institutions for the Armed Forces (16ICOAF) took place in Berlin from September 30 to October 2, 2024. Co-hosted by the Geneva Centre for Security Sector Governance (DCAF) and the German Parliamentary Commissioner for the Armed Forces, the conference brought together military ombuds institutions and experts from around the world to discuss the key challenges facing armed forces and their personnel.

EUROMIL’s President, Mr Emmanuel Jacob and Policy Officer, Ms Dimitra Koutouzi participated at the conference.

This year’s 16ICOAF explored the topic of the Armed Forces Under Pressure and the role of Ombuds Institutions regarding duty of care to Service Members.

The first session focused on the growing pressures facing armed forces worldwide. EUROMIL President, Emmanuel Jacob, highlighted key challenges, including rapid technological advancements that require continuous training for the members of the Armed Forces, military responses to natural disasters, recruitment and retention difficulties, and rising mental health concerns. He also emphasized on the critical role of military ombuds institutions and associations like EUROMIL in advocating for the rights and well-being of service members, ensuring they receive the necessary support amidst these increasing demands.

During the second session, the participants discussed the psychological, financial, and logistical challenges faced by military families, stressing the importance of coordinated efforts to support them. Participants highlighted the need for comprehensive, transparent systems to provide proper care to families, particularly in times of deployment and transition. The last session of the first day focused on the need for gender-conscious approaches in the military. Norway’s example of gender-neutral conscription was presented, with 15% of women being recruited through conscription. Despite progress, challenges remain. Norway’s long-term plan aims to increase its personnel by 4,600 by 2036 with a focus on building an inclusive and effective military.

The second day started with a session dedicated on support and care after deployment and more discussions centred on mental health challenges facing veterans, with a particular focus on fighting stigma and fostering peer support. Given the evolving nature of modern conflicts, participants stressed the importance of creating supportive environments for veterans to access necessary care. The final session explored the transition of military personnel to civilian life, emphasizing the need for tailored programs to address challenges related to housing, healthcare, and identity transitions.

Lastly, the participants discussed the 16th ICOAF statement and agreed on the next meeting, which will take place in South Africa in autumn 2025.
